Her analysis of the principal issues was clear and elegant, and her suggestions as to how those issues should be approached legislatively were innovative and imaginative, but always sound and grounded in the politics of Tanzanian culture, politics and economics. . . She guided the project through some very rough political and administrative waters [for] a final product – a draft national parks law for Tanzania….
